I'm constructing my first build right now. I have ordered everything and so far, the only item that i have received is my corsair 520hx power supply and several Yate Loons that I had. Everything else wont be arriving until January second due to the weekend and the new year. The problem I am having, being a newbie at this, is that i think my power supply was DOA. I took it out of its packaging (props to corsair, very nice!) and wanted to test it out due to excitement of my first build coming to life finally. I plugged it in and flipped the switch on the back. Nothing happened. No spinning fan on the supply or lights if there are on this supply (i dunno). I thought to myself "that makes sense, its not supplying power to anything, so the fan doesn't need to run" I then proceeded to hook up a fan. I'm 99% sure i hooked all the cables in right, being modular and all, and flipped the switch... Nothing... Same as last time, neither fan works... "Must be the outlet" i thought to myself. I have tried about 3 outlets that I know work in my house... No luck. Is there some special step that I am missing, am i being a stupid newb, am i hooking the cables in wrong, or is the supply actually dead? Any help will be much appreciated.

Nope. If you want to see it in action, grab a paperclip. Jump the green and any ofthe black wires on the ATX. Then flip it on, it should start right up.

thanks BBQ, i figured it was something like that, but i wasn't sure... But now i have another problem... When i do that, my power supply gives a very soft clicking noise, is this normal or what?

you need a load on the PSU, i think it is working, but sensing no load it wont fire up... try connecting all your fans to the molex's and that should be enough of a load on the 12v line. It might still not work, but dont run it for long once you know its working, they dont like very small loads :)

Yep. It's clicking because there is no load. My seasonic 650 does this, but not my seasonic 430.
