I set my Core Voltage to 1.3875V in the bios but in CPU-Z/Everest it is showing 1.4V and then 1.41V. Its fluxuating. Is this normal? Temps are CPU 19C/Core1:31C/Core2:36C at idle.

Edit. Under load in Prime95 CPUZ shows the right voltage. Why does it fluxuate to 1.41V at idle?

My MB does a very similar thing but not to the extent that you see. Unless you want to measure the voltage manually with a multimeter, I think you have to go by what the software tells you. The drop you are seeing under load is call Vdroop and it is normal. You can reduce it by looking for a 'pencil' mod for you particular MB.

None of the voltage settings or voltage readings are guaranteed accurate.
As technophobe said, the voltage drop under load is expected with the power circuitry used.

does it stress the board the same with that voltage at idle? Let's say I'm comfortable with my rig @ 1.4v . Would it be best to go with 1.4v at idle or load?

If you havent exceeded the max safe voltage and you dont have a heat problem, you can run it like that all day.

To be clear though, if you need 1.4V for load then you can use less at idle if you choose.
However, if you use 1.4V at idle and then reduce it for load, its a complete waste.
You need the higher voltages to allow the CPU to function under full load, not when idle.

You may be able to use power saving to reduce the voltage automatically at idle but for some setups, it doesnt get the voltages right when overclocked.
If power saving is turned off, the voltage will not reduce at idle and therefore uses same voltage all the time.

Use whatever voltage you need to run at your desired speed and be stable.
Stick within safe limits of heat and voltage.

1.5V on air cooling if your load temps are good.
