core temps vs case temp

What is the normal difference between the two? My cores seem to be reading 15C higher than my Tcase. Intel recommends Tcase be kept below 71C for G0 Q6600s but most people translate this to mean that the cores should not exceed 71C. When my cores near 70, my Tcase is around 55C.

So my question is which of the following is the most likely explanation:
A - People are conservative with their temps compared to Intel's recommended maximum
B - Something is not quite right with the sensors/monitoring programs (have checked Core Temp, Speed Fan, Hardware Monitor and the BIOS. They all seem to agree with one another)
C - My Q6600 has a less than stellar interface between the cores and the IHS.
