Core, Shader, Memory clocks dropping

Hello everyone,

So I'm still trying to figure out what is wrong with my system and why in WoW (It's pretty much the only game I play) the screen will freeze, the core/shader/memory clocks and GPU usage will all drop down really low and then after about 10-30 seconds they will shoot back up and the game will resume as normal.

I've ran memtest on my ram and not a single error, futuremark on my video cards and the ram testers, I've pulled each card out and switched slots removed them from sli and still BOTH cards experience the same issue. I can still move my mouse over to the second monitor and browse the web and load web pages and everything but I have no idea what is going on with WoW (I'll get random FPS drops as well down in to the 30's and sometimes down as low as 3fps when flying around).

I've went through and made sure all my system drivers are set perfectly and basically done everything I can think of off the top of my head (reset to default settings in the bios), clean install of drivers. The only thing I haven't done is a clean install of Windows but it seems to only have issues with my video card and these drops in clocks.

Corsair H100
Asus P8Z68 DELUXE/GEN3
Corsair Vengeance 4x4gb DDR3 1600 ram
Kingston HyperX 240gb SSD
2x Asus GTX 460 1gb
Corsair HX850
2x Dell U2411 Monitors (1920x1200)
