Core running at x23?

ok so im still having issues where i cant overclock my core but i was just looking at cpu-z and it says my core is running at 3.42 GHz at x23 multiplier at idle. when i rund prime 95 the core drops back down to 2.8 GHz.
there is also a discrepancy between cpu-z and real temp. real temp reports my comp is running at 1.333 at idl and 2.8 at full load

Also

On my bios i can change the base clock, multiplier etcetc but my OC will not change. its like bios has locked in the clock of the core and doesnt care what i input. i recently updated to gigabyte F7 Bios and still no change. i still cannot change my clock even though i can change the base clock etc

That would be Turbo Mode. The reason your multiplier drops during load (or rather, multithreaded loads like Prime95) is because Turbo is only supposed to kick in for single or lightly threaded applications. Prime95 runs 8 threads.
 
that makes sense. but then the turbo still kicks in somewhat under heavy load because it runs at 2.8 GHz with turbo on correct?

no why would i not be able to change my over clock settings? this doesn't make any sense to me because im new. dont know if im missing anything.
