core error after new download

Downloads new core and repeats same error...any ideas?
Couldn't find anything helpfull on the wiki or in the FAQ.

There it says its a permissions error however I'm using the domain admin account and am a local admin as well.

Error 63 = No administrator rights. I assume you are running with Vista.

Redo the config in the Command Prompt (run it by right-click then select "Run as administrator). After this, just run the client in the same window.

However, if it is not Vista, then make sure the folder isn't set to read-only by accident.

I'm running on server 2003 as the domain administrator.
I can download new cores to the folder fine but can't get the cores to run.

lol...yeah. I saw that note on the wiki.
...and uninstalled, and reinstalled.

Just more "hack job" programming, we've dealt with it for years out of Stanford.
I'm giving up on this one.
