Cordless mouse gives me video problems

This is a strange problem, my son's keyboard just quit on him (mx-700 combo) and we suspected it was the batteries.After putting new batteries in, we tested it and it still wasn't functioning.I pushed the connect buttons on the keyboard and did all the other troubleshooting things I could think of and still it wouldn't work. Thinking it might be the power supply, I went to Radio Shack and picked up a new higher va unit plugged it in and I thought it would be just fine. To make a long story shorter, when I plugged the USB adaptor into the machine and turned it on , I got all kinds of video problems..the way your screen looks when your video card goes to hell, lines, color patches, etc.
My question is, what causes the video to go to hell when a USB device is plugged in?

the only answer i can think of is EMP. someone i know has problems when the receiver was placed too close to the tower causes freezes and the such.
