Copying files from old hard drive to new OS

I often have to move data from an old hard drive to a new OS in a new system and usually I do it using a Linux disc which seems to remove the security information so I don't have to deal with file ownership issues.

If the old system is still working I use Windows easy transfer.

Is there a better way to do this when I just have the hard drive and there are multiple profiles I need to copy the data from?
