Copy data from a raw backup of OSX

I have a mac mini G4 w' 512MB and 10.4. The drive crashed, I had it sent off to a data recovery group who backed everything up to an external drive, OS and all. It's not in an image format, it is all the files copied straight over. Now that I have the new hard drive, how can I get this all back onto my mac without having to reinstall OSX? It's just in files. It appears that all operating system files were copied over.
 
I doubt you can just drag and drop it back.. but I could be wrong. Why not just do a clean install of OSX? Most applications you can just drag/drop over, and you definitely can do that with the plain files.
