I think I've settled on this as my only nice looking option for a budget mATX case where I live in China. The LianLi are way over priced here but this one is nice and cheap. Any complaints about this case, I'm not finding much in the way of reviews. Also what kind of cooler can I fit in here to keep my i5 cool at a 3.8-4.0 OC?

Not sure if its possible or not but you could probably fit the Corsair H50 inside it somewhere if you have access to an H50 where you live. Looking at a pic of the Elite 341 I'm thinking maybe place the radiator part of it onto one of the side fan vents on the inside? That way you'd have a front 120mm intake, a side H50 120mm intake, and a rear 120mm exhaust. That is probably how I would do it.

You can go to the NE site and read there what some people are putting inside their 341 cases for a hsf. That should give you some ideas.

I like the Antec 3480.I built a computer for a customer around a AMD 720, gigabyte mobo, 4gb ram, and a 4770. Works great.

I'm measuring about 16.5 cm FROM THE MOBO to the side panel. Or about 2.5 cm from the top of the pipes of my Cooler Master TX 3. So it should be OK for most coolers (touch and go for the very biggest). Also there is about 1cm between the mobo and the PSU, which should help fit 12cm-wide units. But it also depends on the placement of the socket of your particular mobo...
