Cooling Problems

I am currently using an AMD XP 2500+ chip (not oc'ed) with a stock heat sink and Artic 5 thermal paste. The normal operating temp of the case with my fans (2 80 mm vantec tornado case fans) turned down is around 40 degrees C. It jumps to about 48 C when I run taxing programs. Did I simply not apply enough thermal paste, should I get a new heat sink, or are these temperatures actually normal? Thanks

What motherboard?

40C case temperature with two slow Tornados is pretty darn high.
