I could use some advice on whether to go with a cheap watercooling kit of just stick with a HSF combo.

I want to overclock to fairly high speeds on my new chip, while keeping the sound down. I also do not want to spend over 100$ on CPU cooling.

I was looking for lowcost water cooling kits to cool the cpu, i came up with this:
CoolerMaster Aquagate Mini R80 Assembled Water Cooling Kit

Versus a HSF combo like this: Thermalright XP-90C http://www.frozencpu.com/cpu-tri-22.html or Zalman CNPS9500 http://www.frozencpu.com/cpu-zal-19.html

I also wondered if it was possible to assemble a water setup for under a 100$ resevoir, pump, radiator, and block. Though im not even sure a resevoir is nesc.

You may as well go for the XP-90c. It's one of the better HSF units out there, and probably performs as well as that Coolermaster system (it's puny). The SI-120 is also good due to being able to use a 120mm fan, but it's aluminium .
The Zalman Aeroflower is supposedly a bit of a beast as well, and quiet to boot.

For $100 you're not going to get a decent w/c setup unless you go ghetto, at least AFAIK (I'm in the UK and we pay more for just about everything  )
