Cooling Advice (Help!)

Hello,
I'm sorry to invade your forums of [H]ard-ness, because I'm quite oft. Anyways, I have a little dilemma. I built my pc in 2004, here are some specs:

Intel p4 3.20ghz (stock, no OC) <--- Vantec Aerocool 2 CPU cooler w/ arctic silver
1gb corsair ddr ram
intel d875pbz mobo (discontinued )
Ultra X-connect (first generation) PSU
BFG tech nvidia 6800 gt oc
the case has 2 outtake fans and 2 intakes



Ok, well here's my dilemma. My CPU has always ran at an idle of around 35'c and around 40'c under load. Recently, I zero-filled my hard drive (including all of my registry tweaks,) and ever since, my idle has been the same but just from running a virus scan or spyware S&D, and especially when playing battlefield 2, my cpu reaches temps of 46'C. This is really pissing me off because it's never ran this hot over something trivial as a video game or some kind of scanning software. Keep in mind I'm not an idiot; I use the same settings in games/etc that I always have. I haven't done anything to my case that could've caused this overheat, in fact I reorganized some of the cables for better airflow (you can laugh if you want, but you should've seen it beforehand). I highly doubt my format had anything to do with this but I did have several registry tweaks pre-format. Could somebody help me out? Any advice? I have $300 if I need to buy something -- but I'm not going water cooling etc. Thanks guys, appreciate your time and your infinite wisdom of this stuff.
