Has anyone owned one? Are they reliable? Newegg has some nice combos with the storm scout + 700W modular psu... tempting but only if the quality is right.
 
also relevant, i am hoping to build a "cheap" core i7 system - i'm looking to keep it under $900 for the case, psu, mobo, cpu, hsf, hd, ram
 
Some of Coolermaster's PSUs are excellent and some are complete garbage. Please post a specific link to the model you're asking about. As for your other question, you should start a thread about it in the General Hardware section.
