The gang at ocaholic didn't seem very impressed with the Cooler Master Hyper 412S heatpipe HSF. Here's a quote from the full review:

Cooler Master is well known regarding the CPU cooler market. With the Hyper 412S they have a simple cooler in their portfolio which is available at a reasonable price point. Furthermore it is also compatible to Intels latest socket LGA 2011. If now the performance is good too, then it would look like the company offers a very solid product.

Odd conclusion. It performs on par with the old Hyper 212, which it is set to replace, but with a fan at lower rpm.
 
I think price was the issue here. The 212 is good so is the TX-3 but they are quite a bit cheaper than this.
