Is there a built in gadget to control fan speeds in windows 7 ?

I have a heavy duty fan that is running full blast that I want to turn down a bit.
 
what kind of motherboard do you have?

Is your fan plugged in to the mobo or does it go straight into the power supply?

Fans plugged into the PSU will crank at 100%, but if you can find a fan header on the mobo most boards should be able to regulate based on load.
