control my stock fan?

my stock A64 winchester fan only runs 3000rpm normal until it hits 50C then it likes to nearly double its speed and hit speeds as high as 5900rpm, i have a K8n neo2 platinum, is there anyway i can force 5000rpm when i want?(ive tried Corecenter and Speed fan,100% on both is 3000~ depending on cpu temperture)
