Continual restarting after overclock

I just got some new ram and decided that I wanted to overclock my CPU a little bit. So without thinking about it I raised the speed from 200 mhz to 250 keeping the multiplier at 12. Obviously I had no idea what I was doing and I admit it was stupid. Now my PC keeps restarting and I can't even reach the BIOS screen. Nothing even comes up on the screen. This is not because of the RAM I think because I used the computer after installing the RAM. The only way I can stop the restarting is if I unplug the computer. Is there anything I can do or do you need more information?

The computer is:
Intel E4600
4 1gb sticks of the cheap GSkill ram (red)
Gigabit P35 mobo
a couple hard drives
8800GT

Find your CMOS clear button or jumper, and follow the procedure in your manual for resetting the CMOS. Usually this entails turning off your power supply and either holding down the button for a few seconds or shorting the jumpers for a few seconds. After this you should be able to boot your computer at stock speeds. I recommend you read up on overclocking before trying again, and remember to move in small steps.

do what he said.. or just do it the quick and dirty way and pull the cmos battery out.. unplug the PSU and press the power button a couple times to make sure you drained what ever power was left in the motherboard.. wait 30 seconds.. then put the cmos battery back in and plug the psu in.. bios are now reset.. just to make sure if its the ram or not you can try pulling the memory out and just leaving 1 stick in.. make sure it boots up and everything.. then go ahead and put the rest back in and see if it boots up with extra ones in..
then you can go ahead and try overclocking.. though my first suggestion would to be setting the memory to 1:1 timing.. so set it to the lowest possible multiplier you can on the memory.. this will make sure there is no possible way that the memory is the cause of the overclock failing..
