Connection Test on a LAN

Is there any software available to test the connection between 2 PCs on a LAN. I am having some issues(latency) with one of the PCs on my home network and the only thing I can think of is that the line isn't that good.

The house is wired with Cat5e, gigabit switch. All the PCs ping an <1ms, except that one which will vary between <1ms to 7ms to upwards of 69ms on occasion.
