For the card the Heatsink will keep it within Operating temps performing just fine.
Of course if you plan to OC you will need more.
 
No, I don't think you'll need more cooling for OC'ing, I'm at 444Mhz (around the limit for this the R430 core) and my LOAD temperatures are ~60. I doubt I would be able to squeeze out anything more unless I v-modded it, then I would need better cooling.. :p

I have the same heatsink/fan as the one you linked to by the way.
