I'm looking into this wire sleeving but it is conductive. how would i ground the sleeving?

Connect to the case.
The case is grounded best when the PSU is plugged into the mains.
It will still act as a good sink for static and radio waves when not plugged in.

In case you want to know how to actually connect to a ground, I'd solder some mains wire to the sleeving and crimp an earth crimp connector on the end. If you dont have a crimp tool, solder a crimp on.
Attach the crimp to the case with a screw.

The metal sleeving isnt a good thing to use unless you can guarantee it wont touch anything on the motherboard, back of a hard drive etc.
Take special care to prevent bare power wires touching it.
You might already be wise to it but just in case :)

Yes, it's conductive but it doesn't conduct any electricity from your wires provided the wires are all wrapped with plastic coatings (those annoying black, yellow and red ones dangling from your PSU) which are isolators. You should NEVER have any bare wires wrapped using this conductive sleeving kit. Bit of common sense, i guess.

yep.
Thats like saying, the smell of petrol is nice when I coat myself in it, as long as I dont come across a flame!
