Conductive Packing material

I was wondering if the packaging material is conductive or not. I bought a motherboard from NewEgg, and it shipped with the motherboard AND the foam pad INSIDE the static bag. I was wondering if I should RMA this before I open it just in case, or if it's nothing to worry about.
I have to do an RMA anyway, since the heatsink on the video card I bought is broken off.

Ideas, suggestions?

Some foam is conductive, which may be the case for the foam in the bag.

no foam isn't conductive, what I think the OP was intending to ask was more along the lines of a static charge.
