I have a feeling that my chassis panel is concave.

Do i need to flatten this?

If yes, I have a feeling I need to use a filler? Can I use a primer filler in can?

I already have a self-etching filler. Can I use this first and then use the primer filler?

I do not think the pics can show it as it's not a lot.

After sanding it using a sanding block, the corners are now bare metal while the middle portion have not reached that point. I do not think it's very much but it is uneven.
 
self etch is not a filler and shouldn't be used as such.... Spray can fillers are hardly fillers even though they may say they are. You really would benefit greatly from an automotive primer like PPG K36 or 38.
 
I can't think of anything on a cmputer that would have a concave effeft to it, unless the metal is thin and bends easily enough to make you THINK it's concave.
 
You will almost always cut through the corners before the middle. Don't worry about it, just paint like you normally would.
