Hi, so a power cut blew out my dad's PSU, the computer won't power on now, whenever computers don't power on my thought is always that the PSU has died since that's always been the problem when I've encountered this lack of powering on.

Unfortunately though, after buying a new PSU that issue remains, the computer won't power on, at all.

Does the motherboard need to be replaced?

Does most likely sound like a dead board, though...

Leave the CMOS unplugged overnight. Especially if it's an Asus board. Power cable removed, hit the power button a few times to fully discharge the board etc.
 
First of all you need a UPS. this is your first lesson learned.

THEN you can start trouble shooting your PC.

Try the CMOS trick like stated above then get yourself a new motherboard and RAM.

Hopefully your drives made it ok but test them anyway.
