Computer won't stay shut down...

Did you check to make sure the power button isn't broken?

Has this always been the case, or is this something new? Often shutdown issues can be driver-related. If a new driver was installed that is causing this to start happening, try figuring out what new driver was installed. Otherwise if this has been the case since the build was complete, try disabling devices until you can identify which driver is causing the issue.
Likewise, if you can boot into safe mode and shut down, this could point to a driver issue as well, since drivers are not loaded in safe mode.

Are you shutting down, sleeping, or hibernating? I recently discovered that a free Alarm Clock program I use was capable of waking my system up from Hibernation, something I didn't know was possible.
I have had static electricity wake up my system numerous times, when I've gotten too close to my keyboard's cable with my foot.
A friend has said he's been having issues with Windows 10 liking to wake itself up from Sleep, despite all his efforts to disable wake events and automatic updates.
Finally, there's an option in both Windows and the BIOS for "Wake on LAN" (or WOL) that you'll want to disable. The BIOS usually has it in the Chipset options, or Advanced Chipset. In windows you can find it in Device Manager for your network devices, under the Power Management tab. (Which, oddly, if "Allow the computer to turn off this device to save power" is not ticked, the Wake on LAN option isn't even available. However, by default, the save power has always been enabled in my experience)

It's been years since I've tinkered inside there and I've never done anything with the header. Point me in the right direction I'll give it a shot...I see there is a power button and reset button literally on the motherboard...is this what you are referencing?

No, he's referring to the group of (generally) multicolored, twisted, wires that are coming from the front of the case and plug into the board. Sometimes they are individual little 2-pin connectors (basically jumper-sized) with abbreviations for their function. For example on mine: PWR, RESET, H.D.D., PWR LED, SPKR. Which refer to, in order, Power Button, Reset Button, Hard Drive activity LED, Power LED, System Speaker.
However, depending on how old your case is, it might be one solid header block that plugs in, and would look very similar to a USB header plug....
Nevertheless, 99% of the time the Front Panel header is on the Bottom Right corner of the motherboard (traditionally mounted, CPU on top, back panel on Top Left). Tell us your motherboard model and we can indicate specifically where it is for ya.

Temporary fix.. PSU on/off switch
UPDATE GUYS: This has been an ongoing issue, now the computer does not want to boot into windows. Sometimes it has trouble even getting the display to come on. Once I login to windows it will seemingly begin to load and then it will reboot. I'm not sure it is the whole win 7 reboot cycle (I've tried startup repair already)
Seems more hardware but it's been forever since I had to actually diagnose and fix hardware. Am I thinking PSU or Motherboard? Everything is from 2008 I believe but the PSU in particular I believe was a quality Corsair 750w and I never overclocked or SLI'ed or anything that would tax it more than the average [h]ard user.
When I fired it up I did a clean format and install of win 7 without issues but this seems getting worse and worse. Right now I'm not even sure I can get it to get into windows or even a windows install screen from a usb drive.
edit: update 2 - I'm not good at proper troubleshooting... you are supposed to do one thing at a time, check for results, to understand/rule out problems. I did 2. I removed my video card, which had probably about 5 years (this machine sat for like 2 and I was a terrible owner anyway). It is an old ATI 4870 and I took it apart, pulled the heatsink out and had like enough dust that you would pull out as lint from a load of dryer. The main grill that came out from the heatsink (not visible until you pulled it apart) was essentially BLOCKED.
Put back in and ran and it asked me to go to windows repair/restore. I did it and then it finally loaded up.
I'm sure cleaning an old GPU never hurts but I am not just sure if it was the culprit. I'm wondering though, because my display kept switching off or going into power save mode on my monitor which would mean for some reason the GPU was not sending any display.... would love to get your guys' take on it.
EDIT 3 - Tried to Hibernate. Computer simply quieted down and then reboot, (resuming into windows). NOTE I HAVE PULLED OUT THE FRONT PANEL Connection to motherboard

If you're in windows, you can go to a command prompt and type the following:
powercfg /lastwake
That can give you some idea of what might be causing the system to wake up. When I built this machine I found that the Samsung SSD utilities were causing issues with sleep, so I had to disable them. Not saying that's what's happening here, but that's the type of thing that might cause it.
