Computer wont start

Sorry for the generic thread title.

It's my girlfriends computer and i am trying to help her over the phone. She was having trouble with the video artifacting, everything else checked out so I got her a new video card. The old one was an agp geforce 2 mx and the replacement i got was a pci geforce 2 mx. (the reason I got pci is because i already replaced a voodoo 3 that died in the mobo so i thought i would try something different) we uninstalled old card put in new card changed settings in bios to PCI, installed the drivers. She was changing the resolution and it locked up hard. we restarted. then it would do only one of 2 things 1) not post 2) post with video card error beep. We then put the old agp card back in (changed bios settings) and now it will post but restart after the initial loading windows screen. it still restarts even if you try safe mode.

i am thinking maybe the vid card drivers got corrupted when we turned off the pc and now that is why windows wont load, however, that still doesn't explain it not posting with the pci card in it. any help would be greatly appreciated.

Things we tried:
remove all non essential components
swap ram
tried putting old card back in

yeah i thought about that but i just put a different one in it. Not only that but she doesn't have a spare one with her. I think I will have to make a trip to see her. She lives about an hour away. Thats why the situation is a little tricky.

yeah.. I hate long distance troubleshooting.. even when the person I'm helping out does know a little about computers..
