Computer won't post

I recently bought a built by ATI 9600XT. Ran Driver Cleaner to get rid of the old Nvidia drivers and then rebooted, shutdown, unplugged and installed the ATI card. On boot everything loaded fine except I noticed that my screen was ghosting bad, like a solid 2-3" trail behind everything I moved, figuring it just needed some drivers to fix it. I tried to open my computer and get to the cd drive but it wouldn't open... couldn't get to it from run either... infact nothing would open other then the start menu. I decided to restart and see if that would help at all. Now the computer won't post at all... and none of the connected devices get power (ps2/usb and what not), both the cd rom and hd get power and all the fans spin up but the computer doesn't post or give me any beeps. I've tried swapping motherboards (P4PE and P4P800), reinstalling the old card, clearing CMOS, booting from a cd, and booting with minimum components installed.

Any one got some advice that would help me figure out is going on here?

Specs are as follows:
Antec True Power 430
P4 2.66 @ stock
512 MB PC2700
P4PE/P4P800
Radeon 9600XT/GF4 4600
 
If swapping mobos didn't fix it, that narrows it down quite a bit. I see 3 culprits:

1. your CPU died
2. your RAM died
3. your PSU died


If you can swap any of those with another system, you can help eliminate them. Also, I'm not sure, but I think you can boot w/out any RAM and you should just see an error on the screen. Getting the error would probably point to a RAM problem.

I should add, there's a slight outside chance it's the monitor that fried. But you said that none of your devices are getting power, so I'm doubting this is the case.
 
guess what its the 9600. the 9600 has been a very bad card. about 10% of the people that get them dont have problems.

he said his rig wouldn't post... anywho - my call is the RAM - once a while I'm having a similar problem.. try memory in different slots..
 
He re-installed the old card and it didn't help. The 9600 is out of the picture now.

It could be the ram, but I think it might be the PS. If it was already weak, when he put the new card in, it probably toasted his PS. Hopefully, it didn't take anything else with it.

Thanks. I'll try swapping some new RAM in later. Hopefully my college has a CPU I can try swapping in or I'll just end up upgrading. If the CPU was fried would there be any markings on it? or would I have to take the IHS of and look at the core? I've already tested the PSU with a multimeter and everything was with in the +/-5% that it should be so tha'ts pretty much eliminated. Thanks for the help everyone.
