Computer wont post, no beeps ???

So I'm trying to fix a friends computer and I'll try to keep it short and simple.

-Get computer, powerswitch does nothing, no power, no fans
-Connections on the switch came off, solder back on and now it starts
-No prompt no beeps.
-I get power supply tested at local shop, its dead.
-New powersupply and still no post no beeps, just fans, and spinning HD

My guess is the mobo probably got fried when the PSU went out but I'd like to know what some others think. Comments, suggestions? Thanks.

yeah
try stripping it to the bare minimum -- cpu, vid card, one stick of ram, and see if it'll boot

if not, it could be the motherboard. (or even the PSU! )

Visually inspect the mainboard for dead caps and fets

Several of them have bulging tops with some little yellow stuff in the cracks but none have exploded, therse are most likely the problem right? Thanks.

I would say so, if you are testing at the bare minimum
