Computer won't go past POST

Firs off, this is not a custom built computer, and if it was I am sure I wouldn't be running into these kinda problems.

However, the original PSU blew out after a storm one night and I replaced it with this:

And everything worked fine up until 3 months ago. 90% of the time the computer hangs at the HP POST screen, you can't even F10 to go into BIOS. And upon switching the PSU on, the computer automatically turns on. Which I am pretty sure it should not do...

I have been able to get into the OS, but it's rare, and when it does, I have no problems, that is until I have to reboot it. Which then most likely will take forever to allow me to boot.

Is it the PSU? Motherboard? And could it be this way due to how the original PSU died? (By a power outage in the house).
 
Reset CMOS?
Try a different PSU?
Try different RAM?
 
Can't obtain RAM to test with. Don't got that stuff lying about.

Might try using my other PSU, however I dont see how it could be being the PSU is new...and the computer was working just fine after the original died.

CMOS has already been reset.

I've checked and rechecked everything is connected just fine. Plus there isn't much in this computer anyway.
 
So after replacing the PSU, you started having the issues immediately or over time? Which PSU did you replace it with? An OE HP one or other brand bought separately?

To be fair, that FSP PSU isn't that good in the first place so there's a good possibility that it took time for it to start causing issues with your setup.

Did you try just disconnecting/removing everything except the RAM, CPU, PSU, and mobo (assuming that the mobo has onboard graphics) and seeing if it still boots properly? By everything, I mean fans other than the CPU fan, USB devices, any sort of add-on cards, etc

If you're unable to swap parts, at this point, my guess would be the mobo. However you better hope it isn't the mobo as that's gonna open up a whole can of worms.
 
Any of the Capacitor tops on the mobo look rounded/damaged?
Storms can do alot of damage even to the onboard componenets, I seen an onboard NIC cause alot of strange errors and lockups, all the strange errors would disappear when it was unplugged from the network but reappear when a network cable was plugged back in.
