Computer won't boot

We just finished installing an MSI K7n2 mobo into my friend's computer, he has a athlon XP 1700+ and a Radeon 9600 Pro. Installation went fine and it boots until a screen shows some pre-BIOS screen about AGP 8x, and it won't go past that. The LED's on the back say it's the floppy trying to intiliaze, and when we remove certain divices like his CD-ROM or DVD-ROM or one of his 2 hard drives, it says something about that we need to check all devices, or something similar. The deal is, he has a 300 watt power supply.. Do you think that possibly it's not getting enough power?
 
when i had that board it was super super picky about ram.

clear the cmos and disconnect all drives except the master hard drive

but with my experience with that board, id put down $1 to say it's the ram
 
sounds delicious, I'll check that out, except.. why would it stop on "initializing floppy drive"?
