Computer Won't Boot

So I've been trying to get my friends pc up and running and it's giving me the hardest time. Whenever I try to start it the fans turn on but that's it, doesnt go to bio or anything and I can only turn it off by flipping of the psu, just like if the cpu weren't even connected. I've tried cleaning off the cpu pin/ the insides of the motherboard cpu mount, experimenting with a new psu and ram, and a new gpu but nothing seems to help.
Another odd thing I noticed is when I tried running it once with the heatsink not placed over the cpu, the cpu remained quite cool, indicating it might be receiving no power or something like that. If anyone has any idea what's wrong and how to fix this, please let me know.

Amd Phenon ii
Gibabyte mobo (i can get the exact model later)
 
Could be a bad power supply. Have you tried another one?

Also, I wouldn't ever try running a CPU without a heatsink again. Had power gone to the CPU socket you would have blown up the CPU -- Literally melting it with a pop noise.

Most mobo's have safeguards to at least look if the cpu fan is plugged in before turning on.
 
remove all components including memory, hard drive cables etc.. Turn computer on. Any error beeps? You should get a beep code for no memory.
Remove the motherboard from the case. Somebody had me look at a machine once, the problem was a loose screw was shorting out motherboard to the case.
Try the cpu in another motherboard.
 
I've tried a new psu, removed the mobo from the case and tried running just on top of the mobo antistatic bag, not getting any beeps or anything.
 
reset cmos and changed on board battery, gonna see if I can track down a friend with a similar socket mobo to test out the cpu
 
Try booting it outside of the case, on top of the mobo box. Like someone said, it might be shorting out.
