Computer won't boot

I took my components out of the case to clean and install fan filters on 2 of my fans. I put the computer back together and now it won't boot. The fans all run (including the GPU fan) untill I power it down but nothing shows on screen. The GPU (x1900xtx) has two red lights that light up. I never remember it doing this (it very well could have though.) I tried a different PSU (much better PSU), HDD, monitor, and removing a stick of RAM and none seemed to be the problem. I don't see any reason for my CPU to be the problem. However, when I took my heatsink off to clean I had trouble putting it back on because one of the plastic push pins wouldn't go into the hole (had to used needle nose pliers to get it to fit.)

Anyway I can be sure of whats causing the problem?

Make sure you didn't set it on the carpet or anything you could of killed something via static shock.

I would make sure there are no loose cables.

Gigabyte GA-965P-DS3 (rev 1.0) and MSI x1900xtx

I took everything out of the case, recleaned inside the case, recleaned the parts, and reassembled everything making sure there are no loose cables and I still have the same problem.
 
Wow, do I feel like a fkin retard. My massive heatsink was hiding the atx 12v connector. Still won't start up after I plug it in. Did I kill my CPU?
 
I love my DS3, but my first one also went dead like that. I've read about many other people also having the same problem and there doesn't seem to be any way to revive it without an RMA. I think it may be some problem with the rev. 1 boards, but I'm not sure on that.

I bought another one from Newegg and got the newest rev. 3.3. Even nicer board than the original rev. 1 boards, they made several hardware device changes that I noticed. The power section changed. Looks like heavier MOSFETs for one thing. The new one has been running fine for around 6 months or so I guess.

I generally buy a replacement board and RMA the old board. Then I sell it on Ebay when I get it back. That way it gets my system going quickly and I also get the benefits of the newer rev. board.

EDIT: I doubt the CPU got hurt at all, it should be fine on a new/repaired mobo.
