computer won't boot! please help!

We had a flash flood the other day so i had to unplug and get all of our computers to higher ground. I went to plug everything back in, and 4 out of 5 computers started up fine. They are all custom builds with winxp pro on them. The one that didn't start up properly, loads all the way up to where it says "welcome"*(right before it shows the available user accounts to access) and then restarts..restarts..and restarts..I started it in safe mode and it loaded up fine. So i tried switching out the power supply and had no luck..im not sure how to get back into safe mode, it was sort of a fluke. Im not sure whats wrong with this, im about ready to re-install the OS because i need this up and running by tomarrow morning. Please let me know what else i can do, thanks!
 
Access safe mode by tapping the f8 key before windows begins to boot. Select command prompt mode or safe mode. When at the command prompt run chkdsk /f
It will say it can't run now, do you want to run at next reboot. Say Yes.
Reboot and let it run. You can also try chkdsk /r but it will take longer to run.
