Computer wont boot from hd or cd

I was fixing up an old Celly 600mhz box I had and I have run into a strange problem.

When I power it on it'll go through detect the gpu,ram,hd and the cd drive.

But after that it just gets to a blank screen with a flashing "-".


Any ideas?
