Computer will not boot

When I use the computer for extended periods of time, and turn it off, the computer wont boot. I turn the computer on and the cdrom busy light comes on and stays. In a successful boot this cdrom light blinks once and moves on to testing the other drives. The computer does not overheat, it was within temperature threshold. What could be causing this problem?

Specs:
intel p4 northwood 2.8ghz
asus p4c800 deluxe motherboard
2x 512 sticks corsair memory
36gb WD Raptor 10,000RPM
ati radeon 9800 pro
 
how long do you have to wait before you can turn it back on?
do you do anything before you can turn it back on, or do you just have to wait?

I don't have any plausible theory's yet, but more info is always good.

Time varies, sometimes from 1-2 hours, but it's taken around 13 hours before. Edit: It has also not booted when I had not booted it in quite a while. I then waited a few hours and it started up again.

I tried unpluging and re-pluging in the cdrom drive (both power and ide cables) and that worked the first time I tried it, but has not worked in the following 20-some tries.
