Computer will not boot on a restart

this is finally pissed me off enough to ask. Ever since I built this computer last year, on a restart, it will never actually boot completely. no beep codes, no codes on the motherboards debug thing it just hangs. Power it off and power it on and it will do just fine.

im on windows 10.
 
This is just an anecdote, but I had something very similar with one of my PCs a few years ago. I tried many different things trying to resolve it and discovered the issue went away when I replaced the power supply. Do you have a spare power supply you could try swapping in?
