Computer will not boot after power outage - lil help

Hello all,

Looking for some help here. I have built several computers previously and feel like I am pretty good at getting them up and running. However, I don't know everything I should and I have run into what I think is a very strange problem. So, here goes...

I swapped out some parts from my old rig, put a valid copy of Windows 7 on it and gave it to my dad. Everything installed fine and the thing runs fine except when there is a power outage to the house. The computer simply will not boot after a power outage. The fans spin up and the Asus P5B-Plus mobo's green light is lit but nothing in the way of HDD activity - no bios...nothing.

I know I have put this post in the power supply section but I have to say I am pretty sure it is NOT a problem with the relatively new Corsair 400 power supply. This problem has happened now 3 times in as many months and each time I have tried different things (the order to which I can not recall) and I eventually get it up and running. The last two times (for certain) I know I got it running only after I removed the mobo battery for 30 secs to a min.

Thing is, I am fairly sure I can get it up and running each time and that it is not a PSU issue but I am wondering if there are some easy tests to track down the problem or if there is a BIOS setting that could be causing it that I could change so I don't have to keep opening the case to get at the battery. Personally I think it is some sort of ghost in the machine - that the mobo is quirky and does something weird when it loses power suddenly and completely.

Anyway the whole thing is a PITA because while the computer itself is good but there is a serious irritation factor in having to deal with it, both for my dad and me.

Any suggestions would be greatly appreciated.

Corsair 400w PSU (works fine seemingly - only a few months old)
Asus P5B-Plus mobo
C2D E4400
EVGA 7900GS KO
WD 640GB
Antec 300 Case
Running Windows 7

Yeah it's on a surge protector..though to be honest I don't know if the thing is even doing it's job anymore.

Anyone ever heard of a printer or other USB peripheral causing something like what I am describing? Because I think it is the damn printer now.

When I ran through my usual steps to get the thing to boot, I detached every cable and unplugged - turned the power switch on the PSU off - held in the power button on the case for about 30 seconds - ultimately took out the battery and waited a min - plugged everything back in - hit the power button and nothing...the fans spin the mobo light is on...so I detach every cable but the monitor, keyboard and USB mouse and, with the fans still running, hit the reset button... and it booted.

Makes me think it is this printer doing something squirrely to the system. But, under normal conditions, it restarts fine with the printer attached so I don't get it.

do you have the system on a surge protector ???? im not a whiz with the workings of electoronics, but maybe a bit of shock from a power outage shoots thru and htis the bios or somethin like that ??? i would make sure it is on a surge protector if it isnt....did that with my Wii(had this same issue, but it fixed itself after a few days) until i put it on a new surge protector
