Computer Vsync stuck

My computer's vsync is stuck on and i don't know what else i can do to take it off. My specs:



AMD64 3500+
1 gig 2700
abit av8
Geforce 6800GT, 66.93 dets
wxp, sp2
Samsung 712N LCD 17", default monitor drivers installed.

I go to the display properties in my dets, and slide the 'Vsync' to 'off'. I hit apply and ok. I go back to the display props and it says that Vsync is still off. But whenever i go to games, it is on. It is off in theory but on in effect. Further more, for some games the freshrate vysnc is going at 85 mhz, while others are going at 60hz. under the 'Refresh Rates Override', everything is set to "Overrde Refresh Rates'.

So i was given a program called RefreshForce to use which was supposedly able to get winxp to stop its fpslock. That didn't work.



How can i turn off this vysnc?
