Computer stuck in post-reboot cycle

my gf has a crappy emachines t6524 that has this seemingly strange problem.

when you hit the power button, it seems to start to boot but never gets past that initial point where it's starting to spin everything up, and if you watch the lights on the front both disc drives and the HDD light blink synchronously, then if i hold the power button sometimes it'll power off then come back on instantly, or power off. when it powers off, i can press the power button again and it'll actually start up.

do any of you have an idea of what may be causing this behavior?
