Computer shutdown, but it really doesn't..help!

Hello,

Basically when i shutdown my comp the blue screen with "saving your settings" shows up as always and my monitor turns off. Yet my computer is still on. It used to happen once in a while and fooled me a couple times, but now it happens all the time.

I tried to see if the computer was on by turning off and on my monitor but nothing happened.

Someone please help, i have no clue what the problem is.
 
I'm leaning towards a motherboard that is not letting the power supply shut down. Do you have any power settings in the BIOS enabled that could do this? If not, it may be the motherboard going or a hung application. Post your system specs and software running in the system tray at shutdown.
