Computer running really slow after upgrading ATI drivers

OK so I just updated my ATI drivers for my 9800 and now whenever I right click on anything it takes a while for the menu to come up and it does so in a laggy fashion and it's pissing me off. I have the task manager open to performance and whenever I right click the cpu usage jumps to 100%. What gives? I have an athlon 2800 overclocked to 3200 with 512 MB ram which I Plan on upgrading but it never did this before I updated the drivers.
 
I actually went into the advanced display settings and set back to default and it fixed it.
