Computer reboots, no windows errors

A friend's computer is rebooting quite a bit and Windows is not coming up with any errors. I checked the temps, everything looks good. However, the power supply is ROASTING HOT. I'm thinking it's the power supply getting too hot and causing a power interruption of some sort. Another clue is he used to live in a basement which was a lot cooler and didn't have the problem there. Is there any way to actually confirm a power supply malfunction? I would like to help him fix this problem but I don't want to go out on a limb and have him pay money to fix it and then find out it was something else.

Run the PC with the PSU outside of the case to see if it's the PSU that's overheating or the fans in the PSU acting as the primary means of evacuating heat from the rest of the case.
 
Well now I'm stumped. It worked for a while with the power supply removed, and it is MUCH cooler... but now the computer is starting to restart again... and now I haven't a clue.
