Ok, whenever my air conditioning/tv turns on, my computer restarts. sometimes it is even when nothing comes on at all. im not sure if it is a power supply problem or not. i even tried running it through two surge protectors, but still nothing. maybe my power supply is dying, but it should be large enough, since it came with my dell. (bear with me, i wasnt the one who decided on the dell). any help would be appreciated...

If it is generally when your AC goes on, probably due to a power drop in the line from the AC load. Not sure if it would be from a bad powersupply or just plain bad power. Perhaps the PS doesn't have enough storage capacitors to hold off the negative surge.

Do the lights dim [incandescent bulb] when the AC kicks on?

Get a UPS surge protector. They have a small battery in them that's not really good if the power goes out, but in a small brownout like this, its perfect. I think they're like $50. APC is the best. (IMO)
