I have an HP s5120y slimline PC: http://h10025.www1.hp.com/ewfrf/wc/product?cc=us&lc=en&dlc=en&product=3970034 that only boots up sometimes. As in, half the time, I will push the power button and there is nothing on the display (the monitor has an amber power light) but the PC fans are spinning, but no beep codes, no green power led on the ethernet port. The only way to turn off the computer or reboot is to hold down the power button. If I reattempt to turn on the PC, it is hit or miss whether I can boot into Windows are still be stuck on a blank screen.

Does anyone have experience with similar symptoms on another PC? I have already ruled out the power supply because I swapped it out with a known good power supply from an identical PC, and I still had intermittent bootup problems.

I forgot to add that the computer may be damaged from overheating; it was stored in an enclosed cabinet with only a small hole for airflow. Is it possible that the motherboard or RAM is damaged but still functional sometimes?

It is very possible that prolonged exposure to excessive heat killed the component(s) in that PC. It already looks to me like there is very little airflow for that case. If there was nothing pulling out the hot air from that cabinet the PC probably cooked. You can try reseating the HSF on the CPU and rebooting with only one stick of memory installed, while looking for any discoloration or the magic smell.
 
This problem happens on a Biostar board of mine and I'm pretty sure its bad. What you're describing is what it used to do but now it will not even get to the post screen. The occasional time it does come on it will randomly restart, even in the bios. It was one of those dual bios Biostars.
