Computer Not Booting Up

My friends computer has been having troubles lately. It was just having generic slowness where it would completely freeze for a few seconds and then go back to normal. I took a look at it and noticed that the CPU was a 2.8 ghz P4 but was showing up at 2.0 during start up and as 2.8 and 2.0 in my computer properties but didnt find any real problems. About a week later he tells me that its now turning off after being on for a few minutes. I came over and open up the case and notice the cpu fan is not attached correctly and is much too loose. I reseat it and boot it up but its still having problems. It will now sometimes not have any output on the monitor though everything appears to power on but the motherboard does not beep during startup. Other times it will turn on and have a motheboard beep but the display will suddenly go out for a few seconds and then reappear and then go out again. This is followed by a restart after a few minutes.

Could this be a a bad gfx card or mobo or do you think the cpu is just burnt out? It looks ok from visual inspection. I dont think its a gfx card because the computer continually reboots.
