Computer just hangs on start up

I recently put together a computer for my mother. I install all the hardware I need, turn it on, and it powers on fine. It displays the bios name version etc, then goes to

Main Processor : AMD Sempron 2400+
Memory testing : 262144k OK
Memory Frequency For DDR333
Detecting IDE drives ...

And hangs. I hit Del to enter the bios, and it says "Entering Setup... " And then hangs. My two ide devices are a 40 Gig hdd and a 32x cd burner. I left the jumpers out on both, since they use seperate ribbons. Any advice?

Put the jumpers back on and set them both to master. This should solve it.
 
Then, it would be a motherboard problem, in that it won't detect the drives (obviously) and won't go into the BIOS as a result.

EDIT: Can you boot up with no drives attached at all?
