Computer is lagging....can't figure it out!

I am having this issue where the system seems to lag from network traffic...kind of like this if I can make this clear...

works perfect for one sec.........lag.........move the mouse fine for a sec..........lag..........etc.

It's like a intermittent pulse that stops everything...sound....movement...everything. I've tried restarting the comp, and nothing. Uninstalled SP2, nothing. I ran a network sniffer and didn't find anything out of the ordinary...just randomly sending a packet or two to the network every few minutes....couldn't be this problem..it's too frequent.

I've tried eliminating processes in the taskmanager and still can't get nothing...even when I go down to bare minimums...did a virus scan and ad/spy sweep...all clean....still have the problem.

Am I missing something here???
 
Have you checked to see if the motherboard is sharing IRQs with any of the PCI slots?
Pull all of your PCI cards out only leave the video card if it is pci or agp.
Disable unneeded features in the bios.
Update your bios.
Check that your proccessor is not overheating and the heatsink is on correctly with a good fan.
Check that your power supply is not being maxed or not working properly, try another PSU
Are you using an onboard ethernet port or a real NIC?
Swap the memory stick to another slot or try another memory stick in case this one is bad.
Test the HDDs read write times most HDD brands have their own diag tools check compnay website.
If it is still having this issue disconnect all devices but the HDD off the IDE chain.
If it is still having this issue reset your motherboard, check for flexing issue, that is ground to the case properly.
 
Press Ctrl+ALt+Del and see if any programs are using 60-100 percent of your cpu Usage. That is what it sounds like....
