Computer Freezes Trying to access settings

I have a ATI Radeon Xpress 200 series and Everytime i try to access the ati settings in advanced settings my computer freezes on the spot. I thought it was a driver problem so i tried to install the new driver but after everything unpacked and the ati screen apeared my computer froze!!!! Then i thought it was the .net thing installed that(the newest update) and the new ati driver stilll wont load. At this point i start trying to install anything by ati and nohing works my computer freezes at the ati screen of the install. What should I do?
