Computer Auto Restarts on Shutdown

My friend has a 3.4 P4 on an Asus P5GDC mobo. A gig of ram, Raedon X700 Pro, a 200 Gig HDD, in a Nemesis Case, I am not for sure on what Power Supply is? But when you go to shut it down or hibernate it automatically restarts it's self. I am not for sure what to check or what to do? Any hints, tips, or suggestions are very appreciated.
 
This happened to me for over a year and I could never figure it out on my 1.7 P4 setup. My guess was the BIOS upgrade (Gateway's own bios update, where I bought it from at the time). I have a different setup now and don't have the problem anymore though.
But, I have a few suggestions. First, there is an option in windows to where you can uncheck "restart incase of error or failure" not exactly what it says, but close. Of 'course we're hoping there is not hardward errors or anything, but if there was it wouldn't restart on shutdown.
Next there is some issue with windows and Roxio burning software that's listed on windows a potential cause. Also you can type "restart on shutdown" in the Windows support at windows.com, and I remember a few things coming up for the restarting case.
