Compiling a "Benchmark" DVD...what program do i need?

Hi guys, im going to be shopping for a new TV over the coming weeks, and i want to make up something to 'audition' them so im sure i am comparing apples with apples, and not having the set played to its only strength by sales staff OR having the set look pathetic by their incompetant setup.

So im going to compile a DVD with a few test patterns, but mostly a selection of scenes from movies showing various elements required in a good Display, as well as some HD recordings of Sport to test response time.

Okay, so heres the situation:

I need to be able to edit Vob files (most importantly cut it down to a few seconds).
Edit and Convert my HD DVR-MS files onto a DVD (although i can record in .TS and MPEG2 format if it will make it easier).

What program will i require do to this?
